🔹 Update policy to add Demeter farms to the Sperax Gauge and Rewarder
Why?  Demeter is permissionless - anyone can create any farm.  This improvement will serve as a protection against potential "spammy farms" and will become a mechanism to protect Gauge and rewarder from farms with little-to-no TVL and out-of-range farms.


🔹 Introduce mint fee for VST and restart minting USDs with VST
Why? Due to temporaty VST depeg the USDs minting with VST has been paused. Now VST is pegged well again and during the USDC depeg incident VST kept its peg better than USDC. Minting USDs from VST would decrease dependency on USDC. Small minting fee is offered as a protection against looping (see the explanation in the Forum post).
